Does this save the whole page as an image?

No — it extracts the actual image objects placed inside the PDF. To render whole pages as images, use PDF to PNG or PDF to JPG instead.

Why did I get fewer images than I expected?

Vector graphics and text aren't images and can't be extracted. Only embedded raster images (photos, scans) come out.

PNG, which is lossless, so nothing is degraded on the way out.

Pull every embedded photo, scan, and logo out of a PDF as separate PNG files. Nothing leaves your browser.
