Only PDFs that already have interactive AcroForm fields built in — the kind you can click into in Acrobat or Preview. If a PDF is just static text laid out to look like a form, there's nothing to detect; use Edit PDF to add text on top of it instead.

What does "flattened" mean for the downloaded file?

The values you entered are turned into permanent page content instead of editable fields — so the completed form looks and prints identically in every viewer, but can't be edited further. Keep a copy before flattening if you might need to change an answer later.
